The League Rules

Premise
The League is a fictional league played in Bowl Bound College Football, created by Arlie Rahn and distributed through Grey Dog Software. A legal copy of the game is required to participate in The League, and can be purchased at http://www.greydogsoftware.com

The League is based on KennyWan's Division I-AA Playoff Subdivision Mod. The setup for The League is slightly different than that of the original mod. To play, you must download the latest game file after each sim is ran and the league file is posted on the main page.

Joining The League
To join The League, you must submit a request to the league president at president [at] the-league [dot] net. Included in this request must be:
1. Your Name, first and last
2. Desired Coach Name (if different than #1)
3. Desired Team
4. Desired 4 digit password

Applications will continue to be accepted throughout the postseason, but exports will not be accepted for any team that remains in the playoffs.  Once the playoffs are over, application process will return to normal.

Once accepted into The League, you will be expected to perform the duties required of an owner, which include, but are not limited to, exporting your coach files on time, participating in league-wide voting and conference voting in a timely fashion, and proper observation of etiquette on league forums. Failure to do so will result in penalties outlined in the Penalties Section of these Rules.

League Calendar
The League will have two sims per week, one on Wednesday and one on Sunday. During certain parts of the season, the league president may poll the current owners and accelerate the schedule. Failure to export your coach file (s) on time may result in one of the penalties outlined in the Penalties Section of these Rules.


Number of Teams
Each owner may have two teams; however, this is not mandatory. The two teams may not be in the same conference, and it is preferred that the two teams are not in the same state. Special cases will be considered.


Sports Book

Forum Rules
The League will maintain a forum, which can be accessed from the main page for owners to make scheduling agreements, discuss their teams, request vacation, and any other topics both relating to The League and off topic.

1. Off Topic discussions should be limited to the Off Topic Forum only.
2. No excessive use of swearing.
3. No racial slurs, ethnic humor, or other off-color topics will be tolerated AT ALL! Failure to observe this rule will result in censure for a first offense and expulsion from The League on the second offense. NO EXCEPTIONS!


Scheduling
All owners will be expected to schedule a minimum of 11 games. You may schedule human opponents through the Scheduling Forum on the league forums, or you may request computer opponents through the regular scheduling process. If you have a specific request of a computer controlled team and cannot get it scheduled, inform the league president who will make a determination if said game will be scheduled.

Any human vs. human game scheduled via the Scheduling Forum that does not get properly scheduled during the three week scheduling period will be scheduled by the league president. A thread will be opened on the Scheduling Forum by the league president to handle this issue at the end of scheduling.


League Voting
At certain points in the season and off-season, the league president may call for a vote on certain issues.  Chief among these will be possible conference realignments, the addition/subtraction of conference championship games, conference divisional changes, non-playoff post season game changes or major rule changes.  Each owner is expected to promptly participate in league voting so that the issue may be resolved as soon as possible.  If an owner handles two teams, the owner only receives one vote.

A quorum is needed to pass or fail a resolution.  In The League, a quorum will be constituted by 60% of owners voting.  Once a quorum is reached, the resolution may pass in one of two ways.  One, the coaches involved in the quorum can pass the resolution with a 75% majority vote.  Two, if the votes in favor of the resolution equal 51% of the entire coach population, the resolution will pass.

Failure to vote in league voting may result in one of the penalties outlined in the Penalties Section of these Rules.
 

Board of Directors
The League will have a board of directors consisting of the league president and two members nominated and voted upon by the entire coaching community.  This board of directors will be responsible for selecting games for the Sports Book, determine possible conference realignments to bring to a vote before the entire coaching community, and various other duties as determined by the league president. 

The two coach members will serve a term of two in-game seasons, beginning in the first week of the first preseason and ending on the final week of the second offseason.  The league president will facilitate the nominations and the voting, but will not participate in the nominations or the voting.

Nomination
The nomination process will begin during the first week of trasnfers, and will continue through the final week of transfers.  Nominations will come from the coaching community.  To be nominated, a coach must be nominated in the proper thread in the News and Notes forum by a coach other than themselves.  After nomination, the coach may choose to accept the nomination or reject the nomination if they do not wish to be on the board.  Each coach will only receive one nomination; however if the coach they nominate rejects the nomination, the coach will be able to nominate another coach.

Voting
Voting will begin on the first week of recruiting and continue through the fifth week of recruiting.  The league president willl post the nominated coaches in the News and Notes section immediately following the final recruiting sim, and will facilitate through email and forum posts the voting.  A nominated coach may choose to withdraw from the voting process after the third week of recruiting.  Each coach will receive TWO votes.  Coaches with multiple teams will not receive votes for both of their teams.


Medical Redshirts

During the season, no later than Week 5, if a player is injured and is listed as OUT by the game for a minimum of eight weeks, the owner may request that the player be given a medical redshirt for the remainder of the season.  This will not affect redshirt status for the player, whether he has been redshirted or has not.

The player, instead of being redshirted in game, will be moved back one grade level.  This does not guarantee that the player will not choose to transfer after the season has ended, so choose to use a medical redshirt wisely.  We will use the honor system on not playing a player after he has received a medical redshirt once he has healed.  If this system is abused in this way, The League will discontinue medical redshirting.


Penalties
There are penalties for not observing the Rules laid out here.

If an owner does not export for three consecutive weeks, or four times during the entire season, his/her team will be put on CPU control. After two more weeks, the league president may declare the team vacant if the owner does not provide adequate explanation for the absence. Invalid files and informed vacation do not count towards this total. Other possible penalties include loss of Sports Book points or owner suspension for a determined period of time.

If an owner does not participate in league voting in two consecutive votes, the owner may lose Sports Book points, or may be suspended for a determined period of time.

For violations of the forum rules, an owner may be penalized Sports Book points for violation of rules 1 and 2. Penalties for violations of rule 3 have been outlined above.
